You will serve as a Management Analyst in the Technology Directorate (TD) of the Research and Development Support Activity (RDSA) within the NAVAL INTELLIGENCE ACTIVITY.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will develop, analyze, evaluate, and advise on the effectiveness of existing organizational technology and recommend utilization of money, manpower or material resources to develop new technical solutions.
You will perform analytical and evaluative tasks related to development and/or execution phases of specific technical program objectives and operations of the organization.
You will resolve conflicts which arise and interpret existing policy to make technical and non-technical decisions to analyze and produce innovative solutions.
You will identify information technology gaps, specify requirements to fill gaps, provide new methodologies and techniques for applications to eliminate gaps and evaluate technical information collected in response to the requirements.
You will prepare new, or modify, previous management analyses, assessments, or other products by applying expert judgement and ingenuity in interpreting information and providing recommendations or making decisions which impact programs.
You will develop unprecedented approaches, analytical tools, and methodologies to analyze situations and draw accurate conclusions.
You will maintain liaison with high level professionals at other government agencies to provide or obtain information on non-routine and highly technical problems.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position requires a periodic polygraph examination.
- This position may requires a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Lead and multidisciplinary team of highly technical performers to solve complex research, development, test, and evaluation challenges on behalf of the Department of Defense (DoD) and Intelligence Community (IC);
Conduct and coordinate complex research and development efforts to develop new systems and systems of systems, execute technology transition agreements with internal and external mission partners, and transition developed technologies to DoD and IC mission partners;
Serve as a Contracting Officer's Representative (COR) to manage contracts from pre-award through execution and closeout and manage project and program risks throughout the contract life cycle.
