Duties
This Supervisory Program Analyst position is located in the Operations Support, Policy, Plans and Engagement, Coordination and Analysis Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the principal program manager for staff and processes to coordinate the review and approval process for agency-issued security policy and the tasking and tracking of controlled correspondence, audits, and reports for Policy, Plans and Engagement.
Develops, analyzes, and evaluates new or modified transportation security policy coordination and clearance program requirements, policies, goals, or objectives for impact on the existing program. Establishes new procedures to address operational needs or makes exception to existing procedures that may impact internal and external customers.
Directs, manages, and oversees projects and the conduct of surveys to gather information and feedback on the Agency's transportation security policy coordination and clearance procedures and processes; assesses results, and implements changes for improved efficiency and effectiveness.
Tracks and analyzes data on transportation security policy completion time frames for review/approval of policy packages. Develops, coordinates, and applies performance metrics and measures related to the Agency's transportation security policy review and approval process.
Provides guidance to subordinate specialists/analysts and other professionals, managers, or administrative support staff on programs, policies, and procedures.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
Specialized Experience Statement: To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Leading the development, coordination, dissemination, and implementation of comprehensive operational policy standards and procedures; and
Conducting studies that impact agency and/or organization programs, initiatives or processes to business line(s), division or district and recommending improvements; and
Establishing strategic plans and program policies to enable mission success.
