Duties

This Supervisory Program Analyst position is located in Security Operations (SO), Domestic Aviation Operations (DAO, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Ensures alignment of team's actions with DAO mission and strategic plan, and Executive Director's priorities. Guides team in overseeing a tiered operational network of employees. The supervisor assigns tasks and responsibilities; evaluates work performance of team members; coaches and develops; approves leave; manages project budgets and assigned resources; independently develops and approves solutions to current and anticipated problems; and establishes new policies/procedures or makes exceptions to policies/procedures that impact the strategic objectives of DAO. Performs highly complex research on a variety of security operations action items to provide background information, prepare reports and written responses to internal and external requests for use by senior management, and other internal and outside sources. Reports and analysis used by a wide variety of high-level audiences including congressional, DHS, TSA Administrator and others. Serves as the liaison and conduit between the Executive Directors and Federal Security Directors. As such, is the voice for the Executive Director and has the authority to speak for the Executive Director Directors, as appropriate, in operational matters with HQ program offices and external agencies to ensure there is consistency in operations throughout the Field. Is a funnel point for gathering Field input on various initiatives and data calls. Reviews operational components (Branches) to better understand successes and gaps. Devises plans and projects to close gaps. Provides thoughtful recommendations to the Executive Director. Strategically considers alternatives and impacts prior to bringing to the Director for review. Works with Branch Managers to devise performance metrics for areas of responsibility. Coordinates input on metrics to provide holistic view to the Executive Director. Reviews airport performance reports and collaborates with Federal Security Directors to determine areas of vulnerability and develops action plans to ensure successful mission execution at the Field level. Conducts special projects that require data collection, analysis, and development of recommendations to resolve a variety of workforce issues. Facilitates resolution of resource allocation issues between RDs and program offices (e.g., budget, staffing, real estate, security technology). Monitors field performance reports from national-level and Executive Director sources; captures and shares best practices; crafts responsive solutions to areas of poor performance; leverage cross-Executive Director and trans-Executive Director solutions where required; helps shape future national performance metrics. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Expert knowledge of Standard Operating Procedures (SOP) and Operational Directives (OD) concerning Field Screening Operations. Experience conducting complex analytical studies and initiatives to explore trends, develop and track metrics, and identify leading indicators. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
