This position is located in the Department of Homeland Security (DHS), in the Management Directorate (MGMT), Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to serve as a Program Analyst, providing analysis and advice to senior managers and executive leadership on a program and program segments of significant interest to OBIM, DHS, DoD, DoS, and Congress.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst, GS-0343-15, your typical work assignments may include:
Program operations and functions include standards development, model-based systems engineering, prototype development, strategic engagement and planning, test and evaluation, program management, and program protection. Interfaces with executive leadership on complex problems in these areas, and resolves major issues, based on sound principles and solutions, and coordinated DHS positions.
Conducts mid-range and long-range planning meetings, assessing and establishing long-term goals of the biometrics programs relative to the development, acquisition, testing, product improvements, fielding, and sustainment of the biometrics systems.
Provides Department leadership with analysis, advice, planning, and execution to ensure the successful implementation of program goals and DHS priorities.
Personally develops, manages, and tailors OBIM Future Identity strategic vision, narrative, and the associated strategic communications effort for the Assistant Director, in coordination with OBIM's customer outreach office.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private sector experience.
For this position, specialized experience is defined as:
Provides advisory services on a wide range of Biometric Program integration issues.
The work involves planning, developing, and carrying out a program both administratively and Technologically, including biometrics program integration, threat system capability assessment and program strategy planning and execution (system engineering, programming, planning, budgeting, contracting, and overall program control).
Ensures the optimum and timely utilization of new concepts, techniques, and technological advances in the development and fielding of biometrics systems and products.
Represents and speaks for the Director at a variety of senior level forums where OBIM missions and programs are reviewed.
Substitution of education in lieu of specialized experience may not be used for this grade level.
