This position is located at Bureau of the Fiscal Service, Administrative Resource Center, Assistant Managing Director, Service Delivery, Division/Branch as Assigned. As a Supervisory Human Resources Specialist (Information Systems & Compensation), you will perform a variety of duties in personnel action processing, compensation, and leave administration.

Duties

As a Supervisory Human Resources Specialist (Information Systems & Compensation), you will: Oversee the payroll function that includes time and attendance reporting, investigating and responding to a variety of complex and routine inquiries regarding pay matters; reconcile payroll personnel suspense reports; process complex employee indebtedness cases; and provide advice and assistance in the resolution of complex payroll processing problems. Supervise subordinate staff in administering Fiscal Service's and franchise clients leave administration program and hours of work. Investigate and respond to complex issues regarding leave and hours of work. Keep abreast of changing policies and case law in these areas so as to provide advice to employees and managers. Serve as the Bureau's expert in one or more assigned program areas such as leave administration, time and attendance (T&A), hours of work, pay administration, and indebtedness. Research, write, and revise Bureau directives and operating procedures for assigned programs. Review OPM and Departmental drafts of proposed regulations and other issuances and determine whether action is required. Prepare comments and recommendations for Fiscal Service and franchise clients submission to Treasury and/or OPM. Advise superiors and franchise clients of potential regulatory impact.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following: -Providing advice and guidance relative to compliance with Human Resources (HR) laws and regulations (examples of the HR rules, regulations and policies are Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, National Finance Center guidance, etc.) AND -Resolving pay and leave administration or benefits issues, including but not limited to employee indebtedness AND -Experience performing duties as a Senior HR Specialist that included independently conducting training and mentoring, as well as making related presentations to high level officials, and working on policy/procedural reviews or creation. This experience included Federal HR topics that demonstrated exposure to and a general knowledge of benefits and retirement or payroll regulations; OR - Experience as a Senior HR specialist that included using communication skills, both verbally and written, to support recommendations and conclusions in resolving problems related to benefits and retirement or payroll; OR - Experience leading Federal Human Resources projects or project teams that demonstrated the ability to interpret and apply Title 5 Federal Human Resources regulations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
