About the Position: This position is for a Program Analyst position with the US Army Space & Missile Defense Command, ARSTRAT, TECHNICAL CENTER, OFC OF THE DIR, BUSINESS MANAGEMENT OFFICE, located in Redstone Arsenal, AL.
Duties
Serve as Senior Program Analyst for organizations such as; Space/Missile Defense Technical Center with an annual budget of over $600M with efforts supporting U.S. Services, DoD and other Government agencies, and Allied Nations.
Perform short/long-range financial analysis and management of assigned organizational programs funded with RDTE and external customer funds.
Prepare planning/guidance on financial management to include execution in accordance with Army, and higher headquarters program policies, objectives, and goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to possess, obtain and maintain a Secret security clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012,
- Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually,
- in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Temporary Duty (TDY) may be required up to 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Experience establishing and maintaining relationships with key individuals/groups; 2) Experience utilizing analytical/evaluative methods for assessing program execution and improving organizational efficiency; 3) Experience administering evaluation techniques used to assess validity of program objectives and present recommendations on plans; 4) Experience managing the execution of acquisition program funds to provide recommendations to the program manager of any shortfalls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).
