This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-03 pay band encompasses positions equivalent to the GS 12-13 grade levels. You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST in the QUALITY ASSURANCE of SUPSHIP.

Duties

You will develop, establish and promulgate policy and plans jointly with other Quality Assurance (QA) Department management, including organization, staffing, determination, acquisition, and allocation of manpower, fiscal, and equipage resources. You will participate in the coordination, management and direction of personnel resources required to perform the assigned mission of contract administration for repair, conversion and construction of Navy ships at assigned contractor's facilities. You will assumes an active role in matters pertaining to the techniques of handling quality control related to the construction, conversion and repair contract administration. You will participates in staff conferences wherein broad managerial problems are addressed and solution efforts are coordinated. You will evaluate the work performance of subordinate employees, advises and counsels and/or instructs individual employees on both work and administrative matters. You will analyze directives from higher authority, preparing plans for executive directives and prepare correspondence, instructions, directives, etc., in final form relating to the overall operation of the department and activity. You will conduct comprehensive studies and analysis of utilization of resources and personnel management problem areas and provide the QA Director/Deputy QA Director with recommended solutions to those problems. You will manage training of personnel in matters pertaining to all methods of nondestructive testing.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector leading quality assurance inspections, assessments, surveillances or audits on shipbuilding construction, maintenance or repair operations. Examples of specialized experience include: providing input to the Supervisor and Contractor management on problems involving the relationship and impact of the work of the Division to broader programs; making recommendations on such matters as desirability of changes in organizational structure, and the changes to be implemented, as well as delegated authority within the Division; monitoring, evaluating, and reporting on all quality assurance aspects of a multi-billion dollar Government contracts.
