You will serve as a PROGRAM ANALYST in the one of the Field offices of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will provide dedicated and centralized support to program budgets for critical programs, including facilities, office supplies, and equipment, vehicles, accountable property, communications services and devices, travel.
You will provide organizational analysis, methods and procedures analysis, and inter-programmatic research.
You will be responsible for planning, obtaining, and performing a variety of administrative and program management functions.
You will prepare a wide variety of substantive written products and correspondence focused on the field office(s) programs, to include investigative and operational reporting.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience creating and maintaining manuals, procedures, statistical spreadsheets/databases, and graphics to reconcile and track expenditures;
Experience approving the funding for acquisition of services supplies, equipment, contracts, and travel; AND
Experience preparing written products and correspondence for program evaluations and compliance with policies.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with approving the funding for acquisition of services supplies, equipment, contracts, travel;
Experience collecting and analyzing information to provide recommendation on program performance issues; and
Experience maintaining data to forecast current and future program requirements.

Education
GS-11: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
GS-09: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Combination of experience and education that equates to one year of experience.
