About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, Georgia.
Duties
Perform daily materiel synchronization and integration functions in U.S. Army Cyber Command Force Development Directorate (G-7).
Review assigned Joint Capability Integration and Development System documents, including Operational Need Statements and Cyber Needs Statements.
Represent ARCYBER during Strategic Portfolio Analysis and Review, Program Objective Memorandum and Program, and Budget Review forums as required.
Research and analyze initial funding profiles and modifications for programs and priorities with Army Cyber equities using Program Optimization and Budget Execution and other Department of Army and DoD information systems and databases.
Participate in staff battle rhythm events and represent the Division in action officer level events supporting Army Requirements Oversight Council, Joint Requirements Oversight Council and Cyber Requirements Evaluation Board activities as required.
Draft summaries of working group sessions (including critical points, position of participant organizations, etc.) and drafts working group results into information or decision briefing for the G7's input or approval.
Serve as the Force Development Directorate’s lead action officer for the Man-Train-Equip Working Group.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain/maintain TOP SECRET clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 10% of the time.
- May require working nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.

Specialized experience would be demonstrated by utilizing an established process (such as Planning, Programming, Budget, and Execution (PPBE) and the requirement determination processes) to provide recommendations to Senior Leaders for decision-making and engagements; reviewing requirement documents (i.e. Joint Capability Integration and Development stem documents, Operational Need Statements, and Cyber Needs Statements) to identify relevant issues and prepare executive level correspondence/recommendations for Senior Leader action or approval; managing a program (i.e. planning, coordinating, fact-finding, analysis, and problem solving, evaluating resource/budget requirements, etc.) to ensure organization Force Modernization and Capabilities Development requirements are met.
