This position is within the Associate Director, Patient Care Services (ADPCS) Office at the Veterans Health Care System of the Ozarks, performing a variety of clerical, administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of the Nurse Recruitment and Retention (NR) and the Special Projects/Person Centered Care Programs (SPC/PCC) aligned under the ADPCS purview.

Duties

Duties: Provides administrative and technical support, the duties include the micro-purchasing of all non-medical supplies, government purchase card transactions, backup timekeeping responsibilities, management records and tracking of Action Items and other related time sensitive reports and documentation. Work with team members and members of the ADPCS (Associate Director, Patient Care Services) service lines to achieve specific tasks, produce work products and services and meet program and production goals that directly impact nurse recruitment/retention and special projects/person-centered care programming. Assist in the development of internal administrative workflows by reviewing and interpreting standard operating procedures by researching prior publications, regulations. Receives and reviews regulations, directives, and memoranda on administrative functions. Review administrative program guidance, policies, and procedures from higher authority to determine effect on assigned mission. Assists in resolving administrative problems by researching office files, historical data, etc.; withdrawing material for use in preparation of typed material and/or furnishes administrative advice on the adequacy and feasibility of proposals and recommendations. Responsible for gathering information and accurate data entry of the following: initiation and submission of electronic work orders for maintenance, key request, Electronic Permission Access System (ePas), Human Resource Data System (HRSmart), USAStaffing, and Personal Identigy Verification (PIV) Sponsorship. Setup venue, review, and submit documentation related to and regarding staff, Distinguished Visitors, training days, Special Emphasis events, Whole Health Staff Retreat, VA Voices, etc. Occasional travel may be required. Determine the best software type for each requirement (such as database or spreadsheet). Determine data categories to be established, sorting, and calculating functions to be performed, and procedures for entering and retrieving data. Operates a laptop or personal computer terminal to prepare a variety of narrative and tabular material (e.g., correspondence, reports, technical papers, charts, statistical tables, manuals, travel orders, messages, and other documents) involving the common terminology of the unit for which the work is done and requiring accuracy in spelling, grammar, and syllabicatioon. Serves as a Contracting Officer's Representative (COR) for projects initiated or under the responsibility of the Nurse Residency (NR), Suicide Prevention Coordinator (SPC)/ Patient Care Coordinator (PCC) within the ADPCS Office, and is responsible for all administrative aspects of project management. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm; subject to change based on the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04 and for a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For GS-05: You may qualify based on your experience and/or education as described below, Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for providing clerical, technical, or customer support; Communicating and treating customers in a courteous, tactful and respectful manner while providing consistent information according to established policies and procedures; Using computer programs to prepare correspondence and manage documents; and Managing effective record management. NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. Transcripts must be submitted at time of application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. Proficiency Requirement: In addition to meeting specialized experience and education requirements, applicants for this position must meet proficiency requirements. Applicants must have the ability to type a minimum of 40 words per minute. For GS-06: You may qualify based on your experience as described below, Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to analyze, evaluate, and provide recommendations on administrative issues; Ability to monitor, track, audit, and implement corrective actions across all managed programs; Skill in operating multiple computer systems and applications to accurately enter or extract information; Ability to manage funds in regard to supply and purchasing; Administrative support such as preparing responses to correspondence, scheduling appointments and meetings, tracking time and attendance, and generating reports. NOTE: This experience must be supported by your resume to be creditable. Proficiency Requirement: In addition to meeting specialized experience and education requirements, applicants for this position must meet proficiency requirements. Applicants must have the ability to type a minimum of 40 words per minute. Physical Requirements: Position is primarily sedentary; however, some duties involve standing, walking, lifting, and bending. There may be prolonged periods of sitting at a computer. Incumbent will need emotional stability to handle difficult problem-solving situations. Typically, the incumbent will not carry heavy items but may carry items such as books and files up to 30 pounds.
