The Program Specialist functions as the key driver for developing, maintaining, and enhancing the Employee Experience and Engagement with the intent of making VHSO a "Best Place to Work". The Program Specialist is grounded in customer service but goes beyond the scope of customer service to focus on creating the ultimate employee experience through engagement, assessment of the All Employee Survey, Pulse Surveys, and Best Place to Work Survey.
Duties
Responsible for the coordination, organization, and promotion of a system-wide calendar for educational and growth-related opportunities for employees to participate in.
Provides written reports of all findings including recommendations, as required by VHSO leadership or as otherwise directed.
Assists in the planning, review, and reporting of data/statistical results of program/project studies.
Assists AES workgroups with the analysis and action planning development and execution.
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of VHSO
Uses personal computer and other high-technology equipment to prepare and produce this data.
Develop a system-wide recognition program and a variety of employee recognition activities.
Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data by using software applications to draw information.
Work Schedule: 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience:
Experience processing and reviewing documents that may include reports, graphs, charts, and other visual displays.
Experience in the execution, oversight, and coordination of a program or service.
Experience developing and implementing system-wide programs using multiple strategies.
OR:
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (Transcript required)
OR:
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals beyond the two years. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will
be required to have a valid driver's license to visit the multiple sites of the facility to assess program effectiveness and milestone completion of implementation plans.
