This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. The position is within the Office of Cyber Affairs and Emerging Technologies (INR/CET), Bureau of Intelligence and Research (INR) providing all-source intelligence analysis on Internet governance, norms, telecommunications, emerging technologies, and cyber policy/objectives of foreign nations.

Duties

Provides all-source intelligence analysis on Northeast Asian security issues in U.S. national security interest, including a broad set of Democratic People's Republic of Korea (DPRK) challenges. Provides all-source intelligence analysis on Northeast Asian technology issues and the critical role Northeast Asian allies play in countering PRC cyber threats in the region. Guides Department policymakers, briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora. Advises on and performs intelligence research bearing on U.S. relations with foreign governments and international organizations. Drafts, presents, and defends policy-relevant intelligence analyses on Northeast Asia security issues in U .S. national security interest and the critical role Northeast Asian allies play in countering PRC cyber threats in the region.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with current U.S. foreign policy objectives and programs to assess the relevance and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulations and execution of U.S. foreign policy, and to recommend intelligence collection programs in Northeast Asian countries. Experience briefing to provide analytic support to senior policy makers regarding the development of Northeast Asia cyber and digital-technology policy and operations. Experience drafting National Intelligence Council, Presidents Daily Brief, and other all-source intelligence analyses for senior foreign policymakers on Northeast Asia cyber and digital-technology policy and operations. Experience with Intelligence Community Analytic Tradecraft Standards and their application. There is no substitute of education for specialized experience for the GS-14 position.
