You will serve as a SUPERGVISORY PROGRAM ANALYST in the Industrial Operations Directorate (SEA 04), Business Operations Department (SEA 04C) of NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as a senior technical authority, expert consultant and advisor with responsibility for overall management and administration of organization program/projects.
You will evaluate effectiveness and efficiency of Government programs and operations, or the productivity and efficiency of management of Federal agencies.
You will formulate, develop, establish and implement overall Navy Department or major systems command (SYSCOM) programs, based on new or revised legislation.
You will function as expert technical authority/consultant with responsibility for program evaluation studies.
You will develop new methods and procedures to measure program accomplishments, results and effectiveness involving the substance of key agency programs.
You will develop extensive studies that require input from other analysis and subject matters experts in appropriate occupations.
You will be responsible for assigning segments of studies to others; coordinating group efforts and consolidating findings into a proposed product, evaluation reports, proposed changes in legislation, regulations or recommended courses of action.
You will chair high-level meetings as a senior authoritative representative of the Command's management staff.
You will identify resources (staffing, funding, equipment, facilities) to support varied levels of management operations/facilities. Advises of potential benefits for the efficiency of operations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-03) or grade level (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and advising on the development and execution of major systems command (SYSCOM) programs. (e.g., conducting studies (concurrently or in sequence) that identify ways to improve effectiveness of work methods, procedures, organizations, manpower use, distribution of work assignments, delegations of authority, management controls, information and documentation systems and similar functions).
