To serve as a first level supervisor and network subject matter expert overseeing all efforts related to the operation, maintenance, sustainment, acquisition, development, deployment of network hardware and software, servers and operating systems supporting law enforcement and counterintelligence applications.

Duties

Serves as the Chief of Network Operations for AFOSI's worldwide network supporting 3,000+ users in 300 locations. Exercises supervisory personnel management responsibilities. Serves as the Senior Network IT Specialist with expert knowledge architecting, managing, and securing AFOSI's worldwide network. Provides Technical Management for IT projects for operations, modernization and digital transformation.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
  • Must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartment Information (SCI) access
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Information Assurance Certification is a condition of employment.
  • This is a Mission Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s)
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Incumbent must have experience working with contracts and contractor personnel.
  • Incumbent must have excellent critical thinking skills and the ability to work on extremely complex and sometimes unsolvable problems

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS 13 (or equivalent in other pay systems) which includes; experience in direction and oversight to a staff of technology professionals to include networks, servers and operating systems. Experience in overseeing operation, maintenance, sustainment, acquisition, planning, development, design, deployment of network hardware and software, servers and operating systems that support law enforcement and counterintelligence applications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of enterprise IT, cloud technology, architecture, systems administration, software development principles and methods used in developing, testing, installing, deploying, managing and maintaining secure network services that support functional requirements. Expert knowledge of network architecture, topology, and protocols to sufficiently plan, design, and install physical and virtual network devices (switches, routers, firewalls, etc.), physical network cabling and network peripherals (printers, scanners, etc.) in a Cisco networking environment. Expert knowledge in installing and managing operating systems (Windows, Linux), databases (Oracle, MS SQL), and application software in on-premise data centers and government cloud environments (AWS GovCloud, Azure Government Cloud, AF Cloud One). Installs, configures, and manages physical and virtual servers, storage and networking in a VMware virtualized environment. Knowledge of project management principles, methods, and best practices for developing plans for integrating and implementing new network and server technology into existing architecture and developing future architecture to migrate to the cloud. Knowledge of operational cybersecurity best practices such as scans, patching, Security Technical Implementation Guide (STIGS), vulnerability remediation and reporting of compliance of Maintenance Task Orders (MTOs) and Time Compliance Network Orders (TCNOs) to maintain Authority to Operate (ATO). Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to establish and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
