About the Position: Serves as a Human Capital Specialist for the Headquarters, Department of the Army, Office of the Deputy Chief of Staff, G-3/5/7, Field Operating Agencies and Staff Support Agencies on the procedures and documentation associated with initiating and processing civilian personnel actions.
Duties
Reviews all actions processed by the CPAC to ensure correctness of title, series, grade, salary, budget, and paragraph and line number.
Reviews, recommends, and implements appropriate business processes to gain efficiency in management operations.
Coordinates personnel actions with the division and staff and field office.
Coordinates the processing of Requests for Personnel Actions (RPAs) with organizational leadership.
Administers all aspects of personnel management within ODCS, G-3/5/7.
Develops solutions to complex problems and recommends program and procedural changes when systemic problems are identified.
Adheres to the internal procedures, controls, and tracking systems relative to all civilian awards.
Provides guidance, interpretations, training and/or briefings on current and proposed policies for assigned personnel action programs to a wide variety of individuals, managers, and key officials.
Serves as the point of contact for incoming civilians to G-3/5/7 and serviced agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You may be expected to travel up to 15% for this position. up to 15% of the time.
- Must be able to obtain and maintain a Secret security clearance.

GS-11 Specialized Experience
Specialized Experience: One year of specialized experience which includes: providing a variety of management services essential to the organization; preparing and processing personnel actions; and advising leadership on a variety of substantive, procedural and policy matters pertaining to such functions as recruitment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, or other related degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience
Specialized Experience: One year of specialized experience which includes: providing guidance on proposed policies for assigned personnel action programs to a wide variety of individuals, managers, and key officials; developing written standards of performance and proposed job descriptions; and coordinating the processing of Requests for Personnel Actions (RPAs) with organizational leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
