This position is located at the Baltimore VA Medical Center. The Electrical Supervisor must plan, review and schedule all work pertinent to the electrical distribution, and maintain all electronic maintenance and repairs related to patient care, such as power plant controls, HVAC Controls, Fire Alarms, and elevators. Reports to the Maintenance and Operations Supervisor, and has the overall responsibilities to ensure personnel accomplish their mission through personal action and supervision.

Duties

Position Description Title/PD#: Electrician Supervisor/PD21045-O Work Schedule: 7:00am-3:30pm Duties: The incumbent is the Master Electrician of Record and supervises skilled and licensed Electricians, Electrical Workers and Helpers, and Electronics Mechanics in the installation, alteration, maintenance, and repair of electrical and electronic wiring systems and equipment used in communications, lighting and power, including but not limited to switch gear up to 480-volts, transformers, transmission buses for low voltage distribution, secondary sub-panels, alarm and signal circuits, elevators, and six Standby Level 1 Emergency generators according to specifications in the National and State Electrical Codes and National Electrical Safety Code. Monitors incoming 13,200-volt feeds from the power company to the 3 hospital facilities at the Baltimore and Loch Raven VAMC's and the Baltimore Annex, as well as associated CBOC's for any anomalies which may cause electrical issues downstream to the 13,200 volt and 4,180-volt transformers. Completes repairs by interpreting complex blueprints and AutoCAD drawings, and specifications. Furnishes technical details and information if not readily available or understood by subordinates. If no precedents or documentation is available, the incumbent utilizes knowledge of electrical theory, Kerkhof's Law, Bernoulli's Principals, and many others to perform the repairs, which must meet or exceed current all NFPA codes and mandates upon completion. Ensures that electrical and safety standards, procedures, and techniques are followed by subordinate staff, in accordance with NFPA 70, NFPA 70E, NFPA 99, and NFPA 101, and Joint Commission Environment of Care Standards. Uses independent judgement to assure the least amount of electrical interruption possible. Performs repair work and construction with little or no supervision during progress. The Maintenance and Operations Supervisor may check overall work when necessary to ensure that it meets required standards. Oversees and equitably administers 1-10 labor contracts concurrently as a Contracting Officers Representative (COR), and maintains a current COR II Certificate and FAITAS recognized by Contracting Personnel. Develops, writes, submits, funds, and maintains multiple service contracts for building services, which requires constant follow-up and coordination with all involved staff and services whenever the contractor may need to perform any duties on station. Ensures that vendors will effectively perform assigned job duties by directing the work of other licensed electricians and maintenance/vendor employees, and assigning and controlling the flow of work. Monitors the work activities of contract workers, licensed electricians, vendor representatives, and maintenance employees who have been contracted to work on projects. Coordinates with the Projects Section to determine that work and materials meet electrical codes and standards. Ensures the timely completion of electrical and electronic projects by determining the most efficient work procedures and techniques; instructs others on the appropriate use of equipment and electrical techniques; inspects the quality of work performed by others; and checks the suitability of the materials and equipment used. Plans weekly and monthly work schedules and sequence of operations for subordinates. Directs, assigns, and controls workflow to ensure Emergency, High, Average, Low Priority work orders are completed in the specified timeframes. Re-directs individual workers and resources to accomplish unanticipated work. Determines the number and types of workers needed to accomplish specific projects as required. Identifies and maps the scope of electrical and electronic projects by reviewing and interpreting plans, blueprints, and specifications, and prepares sketches, plans, and material lists. Researches plans and specifications of previously completed electrical projects, recommends any changes needed, and approves the final details of the project. Selects the best work methods, and verifies that the necessary parts, supplies, and equipment are in stock. Ensures all projects are completed according to code. Performs weekly Environment of Care rounds, and certifies that any deficiencies found are repaired within 14 days, or an update documenting the cause of any delay is completed. Ensures 100% completion of monthly Preventative Maintenance to test all category 5-10 pieces of equipment, ensure proper operation, perform any necessary preventative repairs, and record processes on numerous documents and in VISTA. Ensures all preventative maintenance performed is documented and archived on the Shared Drive to be readily accessibility for anyone needing reference due to Joint Commission, CAM, OIG, or other inquires. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Electrical workers at this grade make repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. This requires electrical workers him to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Electrical workers frequently lift and carry tools, equipment, and parts that weigh up to 9 kilograms (20 pounds) and, less often, up to 18 kilograms (40 pounds). Occasionally, they lift or move with assistance moderately heavy objects weighing more than 18 kilograms. Working Conditions: The work is performed both inside and outside. Electrical workers are sometimes required to make repairs and installations in bad weather; in work areas that are noisy, dirty, dusty, and greasy; on scaffolding or cranes at heights of 9 meters (30 feet) or more; and in close quarters such as manholes, attics, or aboard ships. They are occasionally exposed to the possibility of injury from falling, electrical shock, burns, and rotary devices such as electrical motors. They are frequently exposed to the possibility of cuts and bruises. In addition to the working conditions described at the previous levels, grade 11 electricians may be exposed to temperature extremes in test facilities, extremely high noise levels, and exposure to radiation, chemicals, or carcinogens.
