As a Program Specialist for the Education Support Services (ESS), the incumbent is responsible for performing, analyzing, evaluating and coordinating administrative activities to include cost benefit of educational programs, staff allocations, equipment, space and support activities. These activities include but are not limited to coordination of local and national reimbursement programs, and other educational programs that contribute to fulfilling the mission of the healthcare system.
Duties
Duties of the position include, but are not limited to:
Performs return on investment studies and conducts analyses in all areas of Education.
Maintains a system of monitoring the effectiveness of the educational programs.
Provides quarterly reports to the education board.
Manages and services the budgetary aspects of the national tuition reimbursement programs arid provides the back-up budgetary and administrative support for the local tuition reimbursement programs.
Manages and services the contracts and obligations associated with grants and collaborates with the Bay Pines Foundation for the tracking of services.
Provides return on investment analysis for educational programs done in collaboration with the Bay Pines Foundation.
Collaborates with Healthcare Retention and Recruitment Office (HRRO) and fiscal to ensure that appropriate budget projections occur along with timely processing of student reimbursement payments.
Prepares budget projections based on studies of prior expenditures, knowledge of ESS needs and requirements, and future goals, which involve assessments, forecasting, and determination of specific needs.
As needed, the incumbent will provide coordination and staff assistance for facility sponsored programs, including scheduling dates and times, advertising/marketing, room arrangements, coordination of continuing education credits, refreshments, required payment of speakers/honorarium, transportation, lodging and summation of computerized evaluation system.
The incumbent will. provide leadership and facilitation services to employees, teams and other workgroups that are utilizing the learning exchange.
Provides guidance and assistance to administrative support and professional staff within the Education Support Service.
Provides back-up Office Management to the staff assistant and ensures completion of support activities for the Associate Chief of Staff/Education and the Healthcare Education Officer.
Maintains key control, assesses security and safety issues of the Service.
Plays a key role in contributing to the development of long and short-term goals as well as performance improvement activities within the Service.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify based on education for this grade level you must have 1 full year of graduate level education, or superior academic achievement. Physical Requirements: The work is principally sedentary, but due to the physical separation of the Education Support Service components, some walking is needed.
