You will serve as a Manpower & Personnel Program Analyst in the Surface Training Systems Program Office (PMS 339) of the NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as the Manpower and Personnel (MP) subject matter expert (SME).
You will manage and direct the efforts of a team to provide program management, consultation, advice, and assistance to leadership on training systems acquisition and support, modeling and simulation, and training technology and learning methods.
You will plan program and budget execution of MP programs including initial acquisition, development and introduction of new systems throughout the service life of Amphibious, Auxiliary, Command, Ships, and New Construction.
You will manage and direct development of Navy Training Systems Plans (NTSP) requirements for equipment introduced by other Participating Managers (PARM).
You will acquire and allocate the necessary MP resources through the Planning, Programming, Budget and Execution System (PPBES) process.
You will develop and direct or execute the delivery for new equipment (Pre-commissioning and replacement crew training) and administer development and execution of training delivery for new equipment introduced by PARMS.
You will manage the development of Preliminary Ship Manpower Document (PSMD) and Ship Manpower Document (SMD) approval, authorizations and personnel inventory distribution and update of Total Force Manpower Management Systems (TFMMS) packages.
You will conduct and direct studies and data analysis in the identification of manpower, personnel, and training deficiencies for use in designing or compiling metrics in support of fleet readiness. Identify training technology/performance gaps.
You will direct manpower analysis efforts through the development and maintenance of workload requirements, processes, models and analysis.
You will execute the administrative and personnel management functions related to the accomplishment of the assigned mission.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating requirements (e.g., budget, personnel, resources, or training) to identify improvements for manpower programs.
