This position is located in the Bureau of International Narcotics and Law Enforcement, Office of Executive , Grants, Acquisitions, and Procurement Policy Division (INL/EX/GAPP). INL/EX/GAPP provides guidance and support and manages comprehensive federal assistance and acquisition programs for INL. The incumbent of this position serves as a Grants Management Specialist and is responsible for managing the full range of functions for mandatory and discretionary assistance agreements.
Duties
Plans, directs, and executes grants and cooperative agreements in support of the long-term foreign policy objectives of the United States of America.
Develops, implements and executes management activities on a wide range of domestic and federal assistance instruments. Leads extensive negotiations of substantial federal assistance, cost analysis and institutional evaluation.
Designs final award documents and provides oversight to award recommendations. Ensures that the official documentation complies with all legal and administrative requirements prior to signature of the award officials.
Conducts evaluations of program accomplishments and effectiveness in meeting the objectives and assesses the need to make changes in plans and priorities.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing and coordinating payment disbursements.
Experience executing grants and cooperative agreements in support of foreign policy objectives.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience administering, implementing and overseeing foreign grants and cooperative agreements to non-profit organizations in support of long-term foreign policy objectives.
Experience monitoring payment disbursements.
Experience servicing as liaison with external customers, recipients, and awardee’s community to clarify, interpret, and resolve account issues.
There is no substitute of education for specialized experience for the GS-13 position.
