You will serve as a Budget Analyst and is responsible for performing and coordinating a variety of support work in the areas of budget and fiscal management, procurement, property, personnel, data processing, and record keeping for the program.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Compiles and prepares the annual operating, work, and financial plans for the program. This responsibility requires interactive knowledge of the cooperative, reimbursable, and interagency agreements. Compiles justification materials in support of budget requests from the supervisor, Region/Headquarters/other work unit, and/or State government. Determines adequacy of financing and fiscal controls and the financial status of agreements. Frequently analyzes and reconciles transactions and runs various, non-routine reports. Makes recommendations to the supervisor regarding adjustment of funds to provide effective and economical utilization of all available financial resources. Reviews for completeness and accuracy all obligation documents, salaries/benefits assignments, travel vouchers, agreements, accounts receivable, and invoices. Maintains administrative and program files in accordance with Federal records management policies, procedures, schedules and guidelines, APHIS policies, and the WS File Plan. Incumbent is familiar with personnel management issues, such as recruitment, complex pay systems, merit promotion, and employee benefits. The incumbent may also perform some supervisory duties, which would encompass less than 25% of their work time.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in developing and monitoring multi-line budgets for a complex program. Experience in developing and using budget spreadsheets for forecasting and reporting. Experience in monitoring cooperative agreements and funding. Experience in procurement of necessary property through contracts and micro-purchase. OR Master's or equivalent graduate degreeor 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience forecasting and managing program expenses, making expense adjustments as needed, and billing. Ability to assist in the development of grants by creating budgets and monitors grants. Experience working within regulations and deadlines associated with budgetary processes to compile, organize, track and report on expenses by accounting code, object class and line item on multiple accounts. Experience representing the supervisor at meetings involving budgets and financial aspects of the program, serving as a team lead to make decisions relative to duties assigned to the admin team, and make sound budgetary decisions within the authorities granted by the supervisor. Experience managing cooperative agreements, interagency agreements, grants, and/or service agreements for an administrative unit. OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree directly related to the position. OR LL.M., in a field of study directly related to the position. Equivalent combinations of education and experience are qualifying for this grade level. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
