This position is in Compensation Service, Medical Disability Exams (MDE) program office. The MDE Budget Analyst, is responsible for tracking and management of the MDE budget totaling over $1B+ in contracts. He or she is responsible for providing budget and program analysis, development, execution, management and recommendations to the Chief, MDE Budget, Director, MDE and Deputy Executive Director, MDE.
Duties
Specific duties include:
Serves as part of a team of MDE Budget Analysts responsible for monitoring and execution of day-to-day budget/financial activities. Incumbent performs analytical and evaluative work associated with a wide array of MDE program activities.
Development, analysis, evaluation, and providing recommendations based on complex. data to improve the effectiveness of work methods and procedures, organization, manpower utilization, distribution of work assignments, delegations of authority, management controls, and information and documentation systems.
Gathers and organizes draft narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Reviews and reconciles large amounts of data.
Duties may include but are not limited to the following: Develops draft budget models to plan and forecast budget estimates for future years. Supports the presentation, execution, and analysis of organizational budgets. Monitors the implementation of the authorized budget levels including obligations and outlays.
Tracks all MDE appropriations which includes mandatory and General Operating Expenses (GOE). Prepares necessary documentation for budget submissions and monthly budget reports which includes budget estimates and their justifications and expenditure plans.
Conducts audit activities ensuring sound fiscal practices in all areas of budget formulation and execution.
Ensures budget remains on track to meet budget spend plans by monitoring the rate of expenditure of budgeted funds and communicating with MDE program leaders and their staff.
Perform budget formulation work involving preparation of MDE budget estimates and financial operating plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
Provides expert advice and assistance on budgeting and related information and conducting analyses, reviews, and special studies of budget and/or related information.
Use budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.
Supports budget activities, ensuring the organization complies with legal and regulatory requirements and meets program specialized needs.
Verifies and ensures that all MDE Government purchase card purchases are in accordance with VA Financial Policy including participating in periodic audits.
Monitors all travel commitments, travel vouchers, local travel and other reimbursement vouchers in the VA travel system and ensures that the all transactions are reconciled per VA Travel Policy.
Prepares and submits required Budget Reports to the supervisor for VA and VBA requests and suspenses.
Formulates and presents multi-year estimates for MDE. Interprets Department, OMB and congressional policies or regulations for the justification and submission of budget estimates.
Develops cost data for legislative estimates; defend and justify such estimates; verify accuracy of estimates subsequent to legislative enactment of changes in the law; and respond to inquiries from OMB and members of Congress and their committees. Prepares recommendations for consideration by MDE Budget Chief and higher VBA/VA authority.
Develops, testing and monitoring of effective budget internal controls.
Performs other duties as assigned.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). For a GS-13 position you must have served 52 weeks at the GS-12 level.

GS-13 Grade Level:
Specialized Experience: is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to planning, development and execution of a Federal budget and be able to prepare various documents including program justifications for a worldwide program.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary.
