This position is at the Louis A. Johnson VA Medical Center (VAMC), within the Environmental Management Section (EMS). This position is a non­supervisory staff position assigned to the Hospital Housekeeping Officer. This position functions as the EMS Training Instructor and Compliance Evaluation Inspector with responsibilities that extend into all the organizational elements of EMS. S/he is responsible for developing, implementing, and maintaining Training and Compliance Evaluation programs.

Duties

MAJOR DUTIES Training Development and Instruction - 40% Develops, implements, and maintains a formal, comprehensive training program for over 50 housekeeping employees, focusing on all aspects of Housekeeping Services and Waste Management. Evaluates courses and course material. Instructs trainees by delivering classroom instruction and uses hands-­on teaching methods such as group lectures, committee meetings, interactive assignments, live demonstrations using job-­related chemicals, tools, and equipment, such as burnishers, side by sides, flood extractors, blowers, power washers and powered vehicles used to maintain floors. Conducts onsite training using real world scenarios. Recycling Program Development & Administration - 40% Recycling management, which includes the collection of data pertaining to the processing, transportation, and reporting of poundage on a continuous basis. The review and analysis of all collected data is used to evaluate the status of the recycling management and control functions. Develops a local policy documenting the system used to enable the DRC to recognize and assess elements not consistent with VA policies and guidelines. Prepares written and oral reports to management. Works with EMS Management to draft program directives and correspondence for review of the Service Line Manager and program managers. Develops and implements appropriate controls for safeguarding program materials. Within established parameters maintains liaison with local, state, and federal government programs as necessary to facilitate program objectives. Establishes and maintains contact with local area recyclers along with representatives from other medical center departments for the purpose of promoting and developing the recycling program and obtaining information on reimbursement rates for recycled materials. Provides input on specifications for purchase of departmental equipment that may improve recycling and waste removal efforts; assists in the evaluation and selection of equipment. Implements an effective recycling management program that addresses the needs of the medical center. This plan will be communicated to appropriate staff annually. Examines and audits waste streams, to determine if additional items exist that may require an additional collection methodology. Develops and implements procedures that will enable the medical center to achieve the diversion target goals for Municipal Solid non­hazardous waste (MSW) and Construction and Demolition Waste (C&D) set forth by VHA GEMS policy and the local GEMS Coordinator(s). Coordinates with the appropriate EMS personnel to ensure that the distribution of recycling containers from designated pick­up points to the using units and moving these containers from the collection room(s) to the designated recyclables pick­up point is completed in compliance with the appropriate regulations and guidelines. Maintains accurate records to account for the hospitals' total waste generation. This includes electronic submission of recycling and waste data to Environmental Program Services (10NA7) as requested. Properly maintains manifests, catalogs, and accounts for all hazardous, and nonhazardous waste streams for shipment and disposal. All data will be submitted electronically. Compliance and Support ­ 20% Monitors training records, adherence to established technical procedures, and the integration of the principles relayed during training regarding the completion of tasks. Responsible for all employee competencies. Collects and analyzes, on a monthly basis, EMS required inspection data and reports the findings to the Hospital Housekeeping Officer. Works closely with Infection Control and Safety to ensure patient and employee safety, and adherence to standards and regulations. Coordinates with EMS Managers and Supervisors to conduct performance and compliance evaluation inspections relative to performance standards. Responsible for developing or purchasing, and subsequently updating and maintaining a computer tracking system to record the results of performance inspections and generate reports. Meets with EMS Supervisors on a regular basis to advise the supervisors of the status of required inspections. Performs Contracting Officer Representative (COR) duties and reviews housekeeping related contract compliance for various EMS contracts. Serves as back­up timekeeper for EMS. Submits purchase requests for training related materials and equipment. Maintains filing systems and recordkeeping for training records, EMS contract information, and training related purchases. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides necessary staff support required to provide workload statistics; advise on fund shortages and recommendations regarding funding or program adjustments. Responsible for tracking all volunteer training throughout the VAMHCS. Ensures all volunteer training requirement are current and maintained as required. Responsible for providing ongoing training for volunteers. New volunteers, returning volunteers, etc. Obtains and monitors the use of services, supplies, or equipment for the office. Utilizes purchase cards to procure operating supplies and materials for the service when needed. Provides support and guidance to volunteer supervisors in the various clinical and administrative services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's degree or equivalent graduate degree or, two full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
