This position is located within the Quality and Risk Management Service at the VA Medical Center in Clarksburg, WV. The Program Specialist coordinates an ongoing assessment of the facility's compliance with applicable standards and regulations; will select and implement improvement strategies; and will track projects and action items to completion.
Duties

The major duties include but are not limited to:
Develops programs to ensure quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services;
Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content;
Develops quality program indicators for complex transactions or business processes;
Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements;
Investigates and analyzes adverse quality trends or conditions and initiates corrective action;
Assists staff to develop and implement quality management plans;
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following requirement:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; utilizing knowledge of major issues, program goals and objectives, work processes and administrative operations of an organization; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
