This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Mission Support Positions (STRL) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as the Project Officer for the Product Manager, Biometrics Enabling Capability (PM BEC).
Provides project management, business process reengineering/business analysis, change management, and IT software development and architecture experience and apply industry standard best practices to continuous process improvement.
Support quality assurance and quality control support on behalf of PM BEC.
Incumbent maybe required to serve as a Contracting Officer Technical Representative for acquisition development and sustainment contracts.
Incumbent will support the requirements analysis and management functions to accurately identify the needs of stakeholders and evaluation for feasibility into technical requirements and ultimately implementation of a capability.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Must be able to obtain and maintain Secret Security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). 1) Analyzing data to track various reports and documents. 2) Completing documentation in accordance with regulatory, statutory and policy guidelines. 3) Providing oversight over administrative and programmatic matters to assist leadership in making informed decisions.
