You will serve as a PROGRAM ANALYST in the Total Force Human Resources and Manpower Office (BUPERS-05)
of BUREAU OF NAVAL PERSONNEL.
Duties
You will provide management support services in the area of civilian pay.
You will resolve pay related problems to ensure accurate pay for employees.
You will perform research tasks to obtain pay related data for reports and audits.
You will analyze data to provide leadership actionable information.
You will Prepare management reports related to civilian pay to meet audit guidelines.
You will establish and maintain user accounts in the automated civilian pay system for employes and managers.
You will assign job order numbers in the automated civilian pay system so payroll budget is accurate.
You will assign and update supervisor assignments for new personnel or personnel transferring within the command for auditability.
You will assign and update work schedules for all personnel to ensure accurate accounting of time for pay.
You will provide civilian pay system users with new and updated regulation and system requirements.
Requirements

- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying analytical practices, procedures and techniques involved with the gathering, reviewing, verifying, analyzing and correlating civilian pay data information to develop operational reports and briefs; 2) Understanding a variety of organizational and higher level authority regulations and procedures relative to assure correct processes and guidelines are followed; and 3) Utilizing the automated payroll system and associated administrative operational policies and procedures to gather data and develop reports and respond to customer inquiries.

Education

1 full year of graduate level education
or
superior academic achievement
