Serves as the Business Director of the Office Community Care Division under the Chief of Office Community Care, under the BVAHCS Associate Director of Patient Care Services, Chief Nurse Executive.

Duties

Incumbent performs duties directly contributing to the administrative and clinical management of an integrated healthcare delivery system, both internal and external to the Veterans Health Administration (VHA); that requires the ability to apply the specialized principles and practices of healthcare management, patient safety analytics, management and program analytics. Major duties include, but are not limited to: Independently performs an extensive range of duties directly contributing to the overall health administrative management of the facility's healthcare delivery system. Provides accurate and appropriate guidance and instruction in all aspects of administrative community care program functions to insure maximum support to BVAHCS and appropriate medical treatment of VA patients. Continuous assessment and review of its various components, including analysis of its productivity, effectiveness, and efficiency. Work involves establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives. Work also includes developing related administrative policies and procedures, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations. Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements. Performs internal audits, systematic reviews, vulnerability assessments, etc. Develops both long and short-range policies and plans for the Division by coordinating the medical administration needs of OCC for the medical healthcare system. Takes the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Participates in the formative stages in overall facility managerial planning so as to assure that an awareness of the Office of Community Care medical administrative issues and implementations are considered and influence management decisions. Serves on various facility strategic planning committees and management on-site meeting with other agencies and program officials. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Work that involves the evaluation of program effectiveness usually focuses on the delivery of program benefits or services at the operating level. Participates in the analysis and interpretation of workload and other data used in resource planning. Provides advice to management and program personnel on budgetary and finance issues. Performs as an expert in budgeting and financial management on a large departmental level. Establishes minimum standards for quality and productivity. Conducts surveys and reviews to ensure that optimal patient care is being provided and that healthcare system resources are being appropriately and fully utilized. The employee also conducts special studies to resolve administrative problems which arise in the course of normal operations and will present conclusions and recommendations. The employee coordinates the quality assurance program by data collection, data management, monitoring, tracking, analyzing and interpreting data for the purpose of detecting occurrences or patterns of care which may affect patient care outcome. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Project lead for operational improvement projects impacting patient care delivery systems and functions throughout the medical center; managing schedules and correspondence to organizing meetings and maintaining confidentiality; proactive, detail-oriented, and possesses exceptional organizational, planning, communication, and time-management skills; Ability to multitask and prioritize daily workload; extensive experience with office management systems, Excel, MS Office, Power point, Teams software, and Outlook. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
