The primary purpose of this position is to serve as operational air planner for planning, scenario development, and execution of AF-wide operational level-of-warfare command and control exercises and experiments supporting Component Major Command and Component Numbered Air Force level programs to provide an environment to train Joint Force Air Component Commanders, and Commander Air Force Forces and Air Component staffs, other service commanders and staffs, joint, and coalition organizations.

Duties

Applying military aviation experience, analyzes, develops and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in C-MAJCOM programs. Documents planning and programming decisions in appropriate formats to meet Air Force and C-MAJCOM/C-NAF requirements. Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Represents 505 CTS with a variety of command and functional area organizations.

Qualifications

Required to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) and a current SSBI or equivalent. The employee must sign a non-disclosure agreement. The employee must obtain and maintain an appropriate security clearance as a condition of employment This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, National Security and public safety In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge and skill in applying analytical and evaluative methods and techniques to the effectiveness and efficiency of program operations and development and/or improvement of constructive exercises and programs in support of personnel/unit readiness for the conduct of major military operations such as mobilization, deployment and war throughout the range of military operations. In-depth knowledge of planning/executing various Air Force mission specialties such as: Command and Control, Air Defense, Personnel Recovery, Tanker, Airlift, Intelligence Surveillance and Reconnaissance, Weather, Information Operations, Special Operations, Close Air Support, Interdiction and Electronic Warfare Support and the ability to role-play these mission specialties during computer-assisted exercises from a friendly force and opposition force perspective. In-depth knowledge of the various command entities involved in overall planning and execution of combat operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical methods and techniques to issues concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations such as war, mission and flying operations and flying training systems both manned and unmanned. 2. Knowledge of the application of military aviation experience as it applies to assigned programs and weapons systems. 3. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 4. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. 5. Knowledge of the mission, roles, functions, organizational structures and operation of joint, and Air Force organizations to provide staff guidance and/or conduct studies to determine and enhance M&S during exercises/tests/experimentation. This includes applying military aviation experience to replicate the following environments: Command and Control, Air Defense, Personnel Recovery, Tanker, Airlift, Intelligence Surveillance and Reconnaissance, Weather, Special Operations, Close Air Support, Interdiction and Electronic Warfare Support; to include the ability to role-play these mission specialties during computer-assisted exercises from a friendly force and opposition force perspective. 6. Knowledge of qualitative and quantitative techniques to apply DoD, Joint and Department of the Air Force M&S principles, concepts and methodologies. Knowledge of and ability to run specific designated Air Force Modeling and Simulation Training Toolkit (AFMSTT) models as well as well as Command and Control systems - Theater Battle Management Core System (TBMCS) to in include ESTAT, WEBAT tools. Desired experience in the use of JADOCs, MIRC or other collaborative tools used by an AOC). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
