This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Financial Analyst providing advice and guidance covering a wide variety of financial policies and requirements. Performs professional analysis and interpretation of financial statements and reports.

Duties

Reviews, analyzes, and interprets various financial documents and reports, recommending solutions to difficult and complex problems. Serves as a focal point/liaison responsible for working with the GFEBS system administrator in developing and executing the GFEBS and associated financial feeder systems deployment and training. Responsible for coordinating segments of the GFEBS feeder system interface training environment. Interprets regulations and directives promulgated by higher authority covering a variety of resource management disciplines and uses this information to establish, prepare, and disseminate policy and guidance to customers.

Specialized Experience for GS-07: One year of specialized experience which includes 1) accessing data from automated systems; 2) utilizing computer software to prepare reports, charts or worksheets; AND 3) extracting financial data from accounting records, forms or reports for use by co-workers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. OR I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Specialized Experience for GS-09: One year of specialized experience which includes 1) utilizing financial management regulations or operating procedures to review financial reports; 2) accessing data from automated systems to verify the accuracy of financial programs; AND 3) communicating findings of potential problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Specialized Experience for GS-11: One year of specialized experience which includes 1) extensive knowledge of financial management regulations and operating procedures pertaining to the analysis of financial documents, reports, budgets, and programs; 2) accessing data from automated systems in order to verify the accuracy, validity, and completeness of financial programs; 3) preparation and review of financial documents, reports and programs; AND 4) utilizing financial management regulations and operating procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
