This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving in the role of Contracting Officer Representative (COR) responsible for the management and oversight of a diverse portfolio of contracts and acquisition requirements, as assigned by the Supervisor, averaging approximately $25-40M/year in support of DSCA and its subcomponents.
Duties
As a PROGRAM ANALYST (COR) at the GS-0343-12/13 some of your typical work assignments may include:
Serving in the role of Contracting Officer Representative (COR) responsible for the management and oversight of a diverse portfolio of contracts and acquisition requirements, as assigned by the supervisor, averaging approximately $25-40M/year in support of DSCA and its subcomponents.
Responsible for end-to-end management and oversight of all requirements within assigned portfolio from pre-award (e.g., requirement definition, acquisition strategy development), to contract award, to post-award (e.g., performance monitoring, contract surveillance, reconciliation, and close-out).
Assisting management in achieving optimal program and mission execution by identifying and evaluating program requirements to develop actionable, effective, and efficient acquisition strategies and program plans that take into consideration cost, schedule, and performance data.
Supporting and/or leading the DSCA Service Requirement Review Board, business process improvement initiatives, training and outreach efforts, and metric development and tracking requirements.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Direct contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout (e.g., solicitation documents and justifications, acquisition plans, source selection plans, final contract specifications, recommendations for pre-award and post-award reasons for decisions)
Conducting contract surveillance to ensure compliance with established contract requirements
Researching and, as appropriate, applying acquisition/contracting law, trends, processes, procedures, and best practices
Managing a contract portfolio consisting of multiple awards that total between $10 - $30M annually (Experience must be reflected in your resume)
OR
You may qualify at the GS-12, if you fulfill the following qualifications:
B. One year of specialized experience equivalent to the GS-11 grade level in the Federal service;
Conducting reviews on contracts, contracting plans and contract changes within establish contract requirements
Advising, negotiating, mediating and/or reconciling with contacts to provide solutions and recommendations for contractor-provided products and services
Analyzing trends and/or discrepancies during contractual reviews and recommends changes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The incumbent must obtain Contracting Officer's Representative (COR) certification in accordance with DoDI 5000.72, Change 2, 6 November 2020, DoD Standard for Contracting Officer's Representative (COR) Certification.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
