Duties
Serve as a senior management and program analyst responsible for planning, implementing, and overall administration of a myriad of management, analysis, and advisory functions in support of the Directorate of Public Works (DPW) programs and missions.
Performs analytical and evaluative work necessary to develop budget estimates, plans and programs for DPW functions. Analyzes budget trends to aide in the development of budgetary planning, to include Obligation Plans and Spend Plans.
Performs cyclic review of all DPW support agreements and reimbursable programs to resolve issues and maximize reimbursement for services provided above the common level.
Serve as a DPW General Fund Enterprise Business System (GFEBS) power user, providing advice, assistance, and guidance to other DPW GFEBS users.
Analyze DPW manpower resource allocation and provides guidance, advice and assistance in developing changes to the Table of Distribution and Allowance (TDA) based on manpower and mission changes.

Specialized Experience is defined as one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) experience applying budget and manpower management principles and policies, (2) experience with various automated resource systems such as General Fund Enterprise Business System (GFEBS) to extract a wide variety of data and perform statistical analysis and (3) experience demonstrating analysis of facility and infrastructure programs and initiatives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
