The Battle Creek VA Medical Center is recruiting for a Program Specialist. The Program Specialist will function under the Facilities Management Service.
Duties
The duties of the position may include but, are not limited to:
Serves as the Level II Contracting Officer's Representative for all leases, memorandums of understanding (MOU), and supplemental agreements between building owner, lessors, other government agencies and other entities in agreement with BCVAHS for buildings, space, land, and other capital assets managed by Facilities Management Service.
The incumbent will serve as the primary point of contact (POC) for all issues, deficiencies and items involving all leases or lease agreements.
Initiates all necessary communication and coordination with building owner, lessor, engineering management, end users and occupants of spaces.
The incumbent shall ensure building owners and/or lessors are following said lease agreements including but not limited to enforcing completion of all noted deficiencies identified by the medical center or other regulatory agencies on systems, infrastructure, and operations under the purview of the lessor and/or building owner.
The incumbent shall document and track to completion all deficiencies noted using designated systems as identified by engineering management such as Performance Logic, LEAF, MAXIMO, and other Service developed trackers, etc.
Responsible for overseeing the maintenance actions and monitoring tenant satisfaction.
coordinates all building owner/lessor and VA required duties with end users and occupants.
Develops and submits all modifications associated with lease including but not limited to supplemental work agreements, purchase order adjustments, de-obligations of excess funds and additional documentation necessary to ensure the smooth operation and execution of the lease through its fulfillment.
Reviews and ensures accuracy of drawings associated with leases for entry into engineering space repository.
Works with VA safety office and other engineering staff to ensure life safety requirements are met.
Receives and submits mandatory submittals form building owner as part of standard building operations.
Ensures documents are accurate through working with subject matter experts for each system type and reports deficiencies for building owner or lessor to address.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the principles of health care services administration, including an understanding of the concepts or medical care organization, organizational behavior, financial management and statistical applications. Must have knowledge of the principles of the VA's Healthcare Engineering Programs. Including an understanding of the organizational structure and behavior of various disciplines including Carpentry, Electrical, HVAC, Plumbing, Boiler/Chiller Operations, Design and Construction, and Interior Design. Must have experience in personnel management; including methodologies for determining unit costs, procedures for forecasting workload, and the principles of cost benefit analysis to analyze the effectiveness of service contracts and various programmatic functions. Must have knowledge of Financial Management Systems to request supplies and services approve acquisitions, process payments, and monitor control point activity.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related .

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, climbing associated with on-site inspections, involving prolonged standing, standing and some activity on rough and uneven surfaces. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment. There also may be an occasion to carry items, e.g., files, and boxes containing deliverable supplies.
