Duties
Serves as the Strategic Capabilities and Processes (SCAP) Portfolio Manager the Defense Logistics Agency (DLA) Information Operations, Program Executive Office (PEO)....
(cont.) and is responsible for assisting the Program Executive Officer in accomplishing the DLA mission.
Provides IT related leadership and oversight on requests for capabilities from both internal and external entities.
Provides presentations and briefs to Senior Leaders within DLA, within the Department of Defense, Whole of Government, and foreign stakeholders.
Interacts, and manages the relationship, with Digital Business Transformation (DBx) Leadership and the individual initiative/capability Champions.
Assists other Portfolio Managers with program management oversight for enterprise architecture, emerging systems, and contemporary systems development and...
(cont.) enhancements of assigned IT programs and systems to include portfolio management control and evaluation activities to meet desired mission outcomes.
Provides oversight of the requirements management and project management toolset for the PEO (currently based on Service Now).
Ensures the development of detailed plans and workload assignments to direct the design, build and test of the relevant programs.
Responsible for supervising the team that performs the various functions required in the SCAP office, to include, Business Capability Managers, Analysts, etc.

Qualifications
To qualify for an IT Portfolio Manager your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Prepares input and justification for program budget and personnel requirements.
Management of a program with acquisition lifecycle of development through sustainment to disposition.
Provides IT portfolio management control and evaluation activities to include long-range plans, goals and objectives, budgetary and staffing needs and solutions, etc.
Oversees analysis of capability requests for completeness and the fit for existing systems.
Provide Senior Leadership briefs to stakeholders internal and external to an agency, such as OSD, other Military Services/4th Estate, other Federal Agencies, etc.
Development and execution of a comprehensive development test plan for assigned programs consisting of a hierarchy of assembly level tests and culminating in a comprehensive end to end evaluation of the complete integrated system.
Manages through subordinate supervisors, Program Managers, team leads and employees and ensures the cost, schedule, and performance of the program are met for the design, build and test of the solution.
