Duties
Serves as a Business Systems Program Manager by providing program management oversight for the assigned operational technology and information technology programs.
Exercises delegated authority in carrying out assigned program functions and services.
Responsible for the cost, schedule, and performance of assigned programs within the DLA Information Operations, PEO.
Coordinates with other Department of Defense (DoD) and Federal agencies to identify and implement new business systems that support business functions and processes by applying cost, schedule, and performance effectively.
Renders management decisions regarding assigned programs and devises methodologies, techniques, and synchronized approaches to identify and propose solutions to unprecedented, difficult management or programmatic problems.
Serves as the Program Manager over the DLA Installation Management/Technology Services program management office to include both Information Technology and Operational Technology systems in use throughout the globe.
Work with operational technology/facility related control systems and stakeholders across the DLA Enterprise to ensure systems meet required DoD cyber security compliance requirements.
Identify new ways to meet the mission of the operational technology program and work within the strategic direction of the CIO.
Provide guidance, leadership, and mentoring to subordinate Program and Project Managers on industry standard program and project management methodologies to support the mission requirements.
Evaluate organizational structure of the PMO to determine the best way to accomplish mission goals.
Participate in continuous process improvement events to determine how to improve on current processes and procedures to better meet the needs of DLA.
Develop acquisition strategy for the PMO and provide guidance, leadership, and mentoring to subordinate staff to implement the strategy.
Develops workload assignments to ensure completion of the mission for the program management office.
Recommends changes and adjustments to project management plans including revised resources levels and execution strategies.
Collaborates with other areas of J6 to ensure all technical requirements of the systems within the program office are met, to include successful completion of all cyber security requirements.
Manages a team of professionals that support and manage Information Technology and Operational Technology contracts.
Build collaborative partnerships across the operational technology stakeholders to bring all activities in line with the DLA mission and CIO guidance.
Lead daily activities of tactical operations of the Installation Management and Technology Services PMOs inclusive of operational and information technology activities.

Qualifications
To qualify for Business Systems Program Manager, your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Develops IT program policies, procedures, and practices for systems ensuring the company is responsible, accountable, and in compliance with overarching directives and guidance.
Plans, directs, controls, and ensures the integration of enterprise activities for major functional and complex programs.
Leads and manages an organization through subordinate supervisors by providing leadership, direction, and guidance in the coordination and integration of multiple business systems efforts across the agency ensuring effective solution-based performance of the assigned programs are met for the design, build, and testing of those business systems.
Assures industry standard project management methodology is implemented for maximum effectiveness, efficiency and success of assigned IT programs and IT sustainment.
Directs programs to facilitate the effective, efficient, and most productive utilization of resources and successful accomplishment of the agency's primary mission.
Experience navigating required cyber assessments of DoD applications and managing continuous monitoring requirements.
Experience working with and managing Operational Technology (OT)/Facility Related Control Systems (FRCS) and collaborating with stakeholders across the DLA Enterprise.
