This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for supervising a staff of senior payroll systems analysts performing analysis, design, testing, implementation, and maintenance of functional baseline requirements of IBC hosted Time & Attendance (T&A) systems and their integration with the Federal Personnel and Payroll System.

Duties

Supervises a staff of senior payroll systems analysts performing analysis, design, testing, implementation, and maintenance of functional baseline requirements of IBC hosted Time & Attendance (T&A) systems and their integration with the Federal Personnel and Payroll System. Responsible for planning, prioritizing, directing, and coordinating all workload for branch staff. Performs full range of supervisory responsibilities for branch staff, including employee development, motivation, and growth; direction and communication for effective performance of the branch's mission; and positive support and involvement in EEO, safety, and other programs designed to benefit employees. Serves as a Branch Manager for the Time and Attendance branch, overseeing new client implementations, as well as ensuring proper integration with FPPS, and is a division functional T&A expert. Interfaces directly with the Office of the Secretary's Deputy Assistant Secretary for Human Resources and Director of Personnel, and FPPS User Managers from client agencies to ensure that all functional requirements and specifications are made. Analyzes potential effects of payroll legislative initiatives, draft regulations, and proposed new administrative issuances to directives such as the Code of Federal Regulations and Departmental Manuals, which could require significant changes to the functionality/operations of FPPS, QuickTime and any other IBC-hosted T&A systems. Develops the System and Software Test Plans; directs functional testing activities which entail independent testing, validation, and review of the system; conducts data conversion testing and parallel testing between FPPS, T&A systems and clients; and participates in end-user acceptance testing.

Qualifications

At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent in difficulty and responsibility to that of the GS-12 grade level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience leading implementation efforts onto an automated time and attendance system; extensive understanding and experience interpreting payroll regulations, laws, and time and attendance processes; documenting and interpreting customer requirements; performing system analysis, functional design, maintenance, and testing of an automated time and attendance system. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
