This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Operations (OO), Office of Human Capital Management), Division of Employee and Labor Relations (DELR) which is accountable for the administration of all labor activities as they relate to all aspects of the collective agreements and conflict resolution between FDA and its employees.
Duties
Provide expertise and advice to the agency's executives on all labor related matters including agency strategies, policies, procedures, internal and external communications, related trainings and addressing labor relations issues that arise.
Serve as a technical expert and advisor for the collective bargaining agreement process, union-related litigation, work council agreements, contract negotiations, administrative proceedings, investigations, or hearings.
Guide and oversee operationalization and the interpretation of any labor contracts, including direct or indirect leadership of those involved in the day-to-day administration and relationship management with specific unions or work councils.
Guide and oversee the processing, responding to, and resolution of grievances, disputes and conflicts, arising under any work council or collective bargaining agreement.
Accurately tracks individual case load and status matters; identify bottlenecks and recommend solutions to streamline process; provide advice and guidance on employee availability issues, including appropriate strategy and disciplinary charges.
Prepare and conduct training sessions on various labor topics and/or emerging labor issues; select, develop, and motivate personnel and provide career development for subordinates, and prompt and effective coaching and counseling, where applicable.

Qualifications
The position of Supervisory Human Resources Specialist (Employee and Labor Relations) falls under the 0201 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/24/2024.
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
In addition to meeting Time-in-Grade requirements above, you must also meet the following Specialized Experience Requirement:
Have one year of specialized experience equivalent to the GS-13 grade level in the Federal service providing expert advice on Federal Human Resources Employee and Labor Relations; advising managers on applicable disciplinary measures related to conduct/discipline, labor relations, performance, attendance or any other performance issues including preparing all counseling, proposal and/or decision letters; and developing new or proposed labor relations policies, procedures guidelines.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
