This position is located in the Bureau of Global Talent Management (GTM), Office of Presidential Appointments (GTM/PAS). The Program Analyst serves as a team lead and technical expert, providing guidance and feedback to senior leadership on the management and execution, strategic planning, evaluation, and outreach and communication for GTM/PAS’ core functions and programs. The Program Analyst analyzes and evaluates the effectiveness of the office.
Duties
Negotiates differences of opinion among organizational elements with respect to functional responsibilities. Assembles complex and highly sensitive background information and material as a basis for decision making.
Anticipates leadership’s information needs in order to formulate and implement decision making in operating and policy venues. Coordinates follow on actions with principals and staff when appropriate.
Reviews, analyzes, and interprets legislation, policies, and objectives from the highest authorities (e.g. White House) into guidance for development of program operations.
Recommends, develops, and monitors programmatic/operational performance metrics, and analyzes such data to identify gaps in policy and assess the impact of such gaps.
Coordinates major projects designed to provide critical analytical data and information to Department officials for testimony, hearings, and other high level meetings that include or impact key Office programs and initiatives.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading teams to analyze complex issues.
Experience providing effective customer service.
Experience providing sensitive recommendations and briefs to senior staff on long term and immediate problems.
Experience producing analytical reports, policy recommendations, memoranda.
There is no substitute of education for specialized experience for the GS-14 position.
