You will serve as a Supervisory Administrative/Technical Specialist in the Integrated Product Support Branch (D21), Product Support Division within the Digital Engineering Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division.

Duties

You will provide leadership and management of a Branch within the D20 Division, ensuring satisfactory motivation, morale and productivity through effective performance management. You will lead and manage key future core Integrated Product Support (IPS) competencies in your workforce. You will apply your experience with acquisition logistics and ISEA IPS requirements for in-service systems to the mission accomplishment of Life Cycle Engineering, Acquisition and Sustainment of Naval Surface Warfare Systems. You will foster continuous process improvement and innovation. You will serve as Technical Authority for contracts, consisting of managing funding, requirements, staffing, and providing Contract Performance Assessment Reporting System evaluations. You will accomplish duties through up to 30 government employees, assuring implementation of the goals and objectives of program segments while meeting key program metrics and milestones (schedule, integration, scope, quality, cost and risk). You will set and adjust short-term priorities, prepare requirements of assignments, and evaluate subordinate work, providing advice, counsel, mentoring, and instruction to employees on both work and administrative matters. You will align with Branch and Division Managers, Directors and Customer Advocates to establish acquisition strategies; annual, short and long-range work plans; develop budgets and documentation; and plan and execute long range staffing requirements. You will monitor and evaluate the progress of the organization toward meeting goals, adjusting objectives, work plans, schedules and commitment of resources when required, in accordance with applicable plans, policies and guides. You will identify, analyze and increase, decrease, or consolidate the number of standardized critical product support processes within the command to ensure the capability and capacity of the product support technical discipline.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) or grade level in the federal service or equivalent experience in the private or public sector leading teams in lifecycle logistics management operations to provide guidance and quality assurance of integrated product support processes for ship combat or weapon system programs or platforms.
