The Operations and Accountability Division is responsible for oversight of the Federal Milk Marketing Orders (FMMOs). The incumbent directs and coordinates the development and formulation of policies and programs concerning qualification requirements for dairy cooperatives, management and operation of marketing orders and agreements for milk and dairy products, and the FMMO's human resource activities.
This is a 100% remote position that must be located in Washington, DC.
Duties
The duties may include, but are not limited to:
Plans, directs, and coordinates the milk order excepted service personnel management program.
Reviews and analyzes FMMO personnel operations to assure meeting statutory and regulatory requirements, established goals, and objectives.
Directs and evaluates management and operation of market administrators' offices, including accounting systems, budgets, space, and personnel.
Serves as an advisor to management regarding Program decisions affecting human resource requirements, organizational performance, and employee productivity and morale.
Directs, coordinates, and conducts special projects and analyses in personnel management areas.
Develops and coordinates programs for the classification of positions in accordance with appropriate laws, regulations, and other authorities.
Develops and coordinates programs for the recruitment, placement, transfer, and promotion of qualified employees to ensure maximum utilization of personnel.
Develops and carries out employee relations programs to maintain good morale and high standards of conduct.
Develops and prescribes procedures for handler reporting of receipts and utilization of milk; overseeing market administrators' review and audit of handler reports, records and facilities to insure uniformity and consistency among orders.
Develops standards of organization, producer control, and operations which dairy cooperatives must meet.
Reviews rules and regulations developed by market administrators to carry out marketing orders; determining applicability of such rules to the order and ensuring uniformity among markets.
Requirements
- You must be a US Citizen or US National.

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Develop, implement, and execute policies and procedures related to Federal Milk Marketing Order (FMMO)'s organizational structure, mission, and function
Reviews and analyzes polices to assure compliance with Office of Personnel Management (OPM) and USDA Departmental personnel management statutory and regulatory requirements.
Draft and finalize technical reports and internal operating procedures in support of an effective oversight program.
Collaborates with other AMS employees, representatives of other Federal agencies, cooperative associations, industry representatives, contractors, and other groups to develop and carry-out goals that improve service delivery to internal and external stakeholders.
Note: There is no education substitution for this grade level.
