The Printing Services Specialist will provide central management and equipment operations for print, duplication and reproduction programs, initiatives and activities associated with forms, publications and duplication work requests at the Washington DC VA Medical Center.

Duties

The Printing Services Specialist is responsible for forms inventory, printing, collating, mounting, cutting and handling work request coordination and bulk mailing. The incumbent is the designated purchase card holder for print duplication and reproduction, designated to manage supply inventory and procurement, and is the Government Printing Office liaison for work and contractual management. The incumbent also performs programmatic duties which include measuring, cutting, framing and mounting prints to foam core using adhesive. Duties include, but may not be limited to the following: Coordinates design, printing standards (to include size, color, and paper weight specifications), functionality and upholds VHA standards for all forms and promotional materials for publication and distribution to include 508 compliance and branding guidance. Serves as the liaison between various VA entities to communicate VA print and 508 compliance guidance, project completion timeframes and pick-up procedures. Work closely with respective fact sheets and promotional publications as well as writers and editors to ensure quality and that all VHA publications standards are met. Serves as the approving authority in matters print projects, stylebook and design standards. Provides alternate ideas for design that are more economical in nature and advises in matters of questionable expenses and erroneous printing requests. Prepares printing requests and initial cost estimates for printing jobs and reviews bills to ensure that there are no discrepancies. Monitors and works within the annual printing and mailing budget and takes into consideration printing and mailing trends and schedules. Works closely with contracted vendors to ensure that products are produced in a timely manner and within VA standards and federal guidance. Helps prepare justifications for new forms to be submitted to OMB and tracks OMB submissions to include OMB recommended corrections, time lines and final approvals. Manages and executes all print duplication and reproduction. Communicates and collaborates with various VA departments and services to accurately prepare and complete print production requests and to convey VA policies and guidance for information dissemination. Operates and maintains industrial, broadband copiers, production presses and printers to streamline production and maximize productivity. Prints, binds, staples, packages and reproduces communications materials, photos and handles other visual information products which may require cutting, laminating, adhering, and installing. Serves as credit card holder for the service and liaison between the print duplication and reproduction equipment vendors and supply vendors. Maintains master records of VA forms and publications and disseminates them upon request. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions; negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.); managing a printing plant that produces printing either for the government or private industry customers; performing production control work in a large printing plant; serving as a sales representative for a wide variety of printing equipment; analyzing the price and cost of preparation and production of printing; planning, estimating, and scheduling printing on a full-time basis for a variety of publications; and performing substantive administrative support or policy functions directly related to publishing and printing program management or operations; OR, Education: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; OR, 2 full years of progressively higher level graduate education leading to such a degree; OR, LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Major study includes: journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, and only graduate education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. You will be rated on the following Competencies for this position: Communications and MediaControl of FundsCustomer Service (Clerical/Technical)Operation of Equipment/Machinery Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position requires the individual to move containers and handle boxes of printed material weighing up to 60 lbs. on a limited basis. Work Environment: Sedentary. Office and reproduction environment which may require extended workdays, depending upon the project and the demand of the customer.
