This position is located at Bureau of the Fiscal Service, Employment Services Division, Branch as Assigned. As a Supervisory Human Resources Specialist, you will provide administrative and technical supervision for a team within the staff acquisition line of business.
Duties
As a Supervisory Human Resources Specialist, you will:
Plan, organize, direct, coordinate, review, and evaluate the work of Human Resources specialists, assistants, and clerical employees in accomplishing assigned programs, functions, and activities related to staff acquisition.
Advise management on working within or complying with agency directives and negotiated agreements related to staff acquisition.
Maintain continuing contact with representatives of OPM and customer organizations to keep current on staff acquisition, and to ensure that the staff acquisition programs are appropriately structured.
Review and provide comments/feedback on proposed regulations, OPM directives, or other proposed changes, often under extremely short timeframes.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes providing Federal Human Resources advisory services to management, customers, peers or other internal stakeholders.
Examples of such specialized experience could include:
- Independently performing Federal Human Resources work requiring deviation from normal methods, demonstrated by interpretation and adaptation of broad guidelines and procedures to complex situations; OR
- Serving as a coach and/or facilitator to team members, reviewing the work of other employees and providing technical advice; OR
- Analyzing and evaluating policies and programs to identify areas of improvement and make recommendations to management; OR
- Providing Federal Human Resources training to customers or peers; OR
- Providing consultative staff acquisition or classification advice to customers and peers to build relationships, provide direction and ensure a successful outcome; OR
- Building support for ideas with key stakeholders and executing key organizational projects.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
