The primary purpose of this position is to serve as the logistics program support specialist for Special Operations programs within the Air Force Life Cycle Management Center, Special Operations Forces/Personnel Recovery and Rotary Division.

Duties

Manages, develops, and provides administrative oversight of all required logistics-related program documentation to support the Division’s Special Operation aircraft portfolio IAW Program Specific Memorandum of Agreement (PSMOA) with USSOCOM. Establishes, defines, and implements requirements for the Special Operations C-130 aircraft programs to ensure Division/Branch operations are in line with regulatory requirements, support goals, and mission requirements. Serves as representative and spokesperson in briefing logistics program matters. Participates in special studies and projects at the direction of Division leadership related to assigned programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes administrative, professional, technical, investigative, analyzing problems to identify significant factors, gathering pertinent data, and recognize solutions, plan and organize work and communicate effectively orally and in writing. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of logistics documentation involved with the twelve product support elements of product support management, design interface, sustaining engineering, supply support, maintenance planning and management, packaging/handling/storage/transportation, technical data, support equipment, training and training support, manpower and personnel, facilities and infrastructure, and information technology systems support. 2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. 3. Knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission, as well as, the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments. 4. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of AF wide programs. 5. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as, knowledge of common management principles to provide advisory services and inspect assigned programs. 6. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. 7. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 8. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal/informal briefings and logistics reports/plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
