Duties

(Continued from Summary) GS-0343-09- The primary purpose of this position is: To serve as a Program Analyst in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. GS-0343-11- The primary purpose of this position is: To serve as a management analyst to provide data analysis support in the application of data collection, analysis, interpretation or explanation, and presentation of data for the organizations programs/processes and workforce management issues. DUTIES FOR GS-09: tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well precedented Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures to use in accomplishing conventional tasks, and interprets and adapts guidelines in order to resolve procedural or factual issues. Carries out special projects and participates in special initiatives and studies. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. DUTIES FOR GS-11 Applying military human resource (HR) experience (knowledge or expertise), independently performs moderately complex initial and comparative data analyses. Actively participates in analyzing workflow processes and applies a wide range of analytical theories, principles, and practices to accurately determine data analyses that lead to recommendations for improvement to processes, realign functions, maximize resource utilization, and resolve substantive issues of moderate scope to the defined organization. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the principles, concepts, and theories of military personnel, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 KSAs: 1. Knowledge of the principles, concepts, and theories of , military personnel, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. GS-11 KSAs: 1. Knowledge of a wide range of military personnel concepts, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses, draw conclusions on complex issues, problems, and situations and advise senior management regarding military personnel information systems issues. 2. Knowledge of in-depth moderately complex and analytical and diagnostic techniques and qualitative and quantitative techniques to participate in studies and research on military personnel data, processes, methods, and systems functionality. 3. Knowledge and understanding of military personnel concepts, practices, missions and structure, and the interrelationships of various military personnel specialties as they relate to systems processes/functions/capabilities and infrastructure supporting military personnel information system(s). 4. Knowledge of software concepts, principles, methods and practices, retrieval languages and business reengineering concepts. 5. Skill in gathering facts and using effective analytical and evaluative methods to accurately access information and make sound decisions. Ability to communicate with others, both orally and writing, sufficient to present issues and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
