About the Position: Serves as a Financial Analyst in the HQ Installation Management Command (IMCOM), Resource Management Directorate, Financial Operations Division.
Duties
Oversee the command's support agreements program encompassing the Headquarters, five IMCOM directorates with region-wide responsibility, and 75 garrisons.
Analyze proposals and determines the appropriate type of agreement/arrangement depending on the kind and extent of support to be exchanged and the parties to the agreement.
Independently analyzes, interprets, and communicates DOD and Army policies and regulations governing support agreements; including Army reimbursable policy, AR 5-9, DOD Instruction 4000.19 DOD FMR 7000.14-R, G-invoicing and Treasury Financial Manual.
Tracks agreements execution in the General Funds Enterprise Business System (GFEBS) to ensure customers are billed and collections are received.
Maintains automated agreements database, initiates regular reviews, and conducts analyses to assess program status and report trends/issues to senior leadership.
Serves as GB lead for Command Inspection Program (OIP) and Inspector General Inspections of installation agreement for 75 garrisons.
Prepare and deliver oral presentations with headquarters principals, IDs, garrisons, and other personnel to secure cooperation, resolve controversial concerns, and convey information in accordance with regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires Financial Management Certification, Level II.

Specialized Experience: One year of specialized experience which includes experience with evaluating installation agreements (IAs), providing policy, analysis, interpretation, advice, technical assistance and course of action to command leadership; analyze, interpret and communicate DOD and Army policies and regulations governing support agreements; experience analyzing proposals and determining the appropriate type of agreement/arrangement depending on the kind and extent of support to be exchanged and the parties to the agreement; provide quality assurance through reviews of the command installation agreements program to ensure compliance with DOD/DA, Army regulations, IMCOM policies and procedures.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
