Duties

You will serve as a liaison between the Contracting Officer's Representative (COR), the Contractor, and the Contracting Officer. You will review contract specifications for compatibility with the administration of performance assessment methods and procedures. You will provide assistance to the COR and specification writer. You will establish assessment schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed, review of drawings and specifications, and determination of critical assessment points involved. You will review requests submitted by the contractor for contract modifications and change orders.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

• This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
• Must be able to obtain and maintain a U.S. Passport.
• May be required to obtain a VISA dependent on the overseas country's laws/regulations.
• You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
• You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• The incumbent is required to respond after normal work hours and work overtime on an emergency basis, and is required to provide a 24 hour emergency contact number. Emergency and/or after hours response situations are very rare.
• You will be required to obtain and maintain a current valid drivers license.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in support of projects, programs or assignments providing a requisite knowledge of contracting, acquisition, procurement purchasing or related functions of the position to be filled. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-9:
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree.
or
LL.B. or J.D., if related
