You will serve as a GEOGRAPHIC INFORMATION SYSTEM ANALYST in the PUBLIC WORKS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND MARIANAS.
Duties
You will serve as an analyst responsible for existing and proposed Utilities Geographic Information System (UGIS) program and acquisitions function and utility geographic information management practices and procedures.
You will provide direction, planning, design, testing, maintenance, operation, monitoring, and management of UGIS projects, GIS software implementation and GIS data in relation to utilities.
You will prepare and present complete reports of studies and investigations relative to UGIS programs and data.
You will analyze existing interface and business systems, and databases, websites, and applications in order to make recommendations for improvements or new tools.
You will develop analytical models using mathematical, statistical, economic, and operations research to obtain and evaluate utility data.
You will develop drafts of proposed GIS procedures and policies.
You will participate in determinations of anticipated personnel, utilities, equipment, funds and other requirements needed to meet fluctuating workload requirements.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing Geo Readiness Explorer (GRX) or similar interface and existing business systems; AND compiling and analyzing Geographic Information Systems data in order to evaluate and recommend new solutions to meet mission objectives or improve business process effectiveness and efficiency.
