You will serve as a SUPERVISORY DATA HUB & SYSTEMS MANAGEMENT DIRECTOR in the Data Hub and Systems Command of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice.

Duties

You will begin all responsibility statements with 'You will'; each field should have no more than one sentence; list the responsibilities in a logical order; and avoid using federal or military jargon. 250 Characters. You will be responsible for the leadership/overall supervision/management of a team consisting of facilities planners, developmental planners, GIS professionals, Real Property Officers (RPO) and Real Property Accountability Officers (RPAO). You will be responsible for the Command's principal civilian for the Data Hub and Systems Management Division and represents the Command in regard to programming and staffing. You will be responsible for determining and managing multiple programs. You will serve as the principal civilian consultant to the command on Navy Real Property reporting, as well as Navy asset and requirements currency and data quality. You will determine, monitor expenditures, and recommend whether resources need to be adjusted or reallocated among programs, functions or organizational units.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Selectee must be located within the commute area of the command upon entry to duty. You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of Geographic Information Systems (GIS), real property and planning. Possess substantial management capabilities. Ability to guide, motivate, and coordinate work. Ability to prepare and give oral and written presentations. Experience in negotiating with persuasive arguments and reconciling differences.
