About the Position: Serves as the Human Resources Specialist (Military/Information Systems) for the Integrated Personnel and Pay System - Army (IPPS-A) system utilizing Human Resources (HR) and Information Management (IM) skills.
TEMP Appointment: This position is a TEMPORARY Not to Exceed 1 year position and may be extended in one year increments up to a maximum of three years.
Duties
Develop internal administrative policies, procedures, and/or guidelines to coincide with new business processes of an integrated personnel and pay system.
Organize and prepare briefings to describe the business functions involved of all key deployment and training activities to the Command at meetings.
Resolve program issues, make recommendations, and decisions in solving workforce issues and implementing organizational and procedural changes.
Gather information, identify and analyze problems, and develop recommendations to improve efficiency and resolve problems in work operations.
Develop and/or revise internal Military Human Resources plans, policies, procedures, task orders, guidelines and standards business process to resolve workforce issues and make changes.
Develop reports, briefings, or correspondence for senior leadership and key support staff related to military programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET clearance.
- This position may require employee to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.

In order to qualify, you must meet the education and/or experiencer requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) planning, coordinating, and conducting reviews of mission, functions, organizations, work processes, methods and procedures, and other related criteria to determine appropriate manpower for the command; 2) resolving program issues, making recommendations and decisions regarding workforce issues; AND 3) supporting the integration of Personnel and pay systems with similar Systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Human Resources, Computer Science, Business, etc.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
