Duties

You will be responsible for project management, business analysis, and data analysis involving the acquisition, standardization, implementation, and management of data. You will lead IPTs and work to implement data-centric solutions and develop data standards, technical specifications and data dictionaries to transform business needs into technical solutions. You will perform technical analysis on the feasibility of transitioning from legacy data systems to an integrated enterprise solution that can be deployed and interfaced. You will participate in the development of overall system requirements and data standards, support business process reengineering efforts, participate in test script development, and execute test scenarios. You will plan, develop, implement, and administer systems strategies for the publication, identification, analysis, storage, maintenance, integrity, retrieval, and sharing of enterprise data. You will search for meaningful patterns in data to describe, predict, and improve business performance using data mining, statistical analysis, quantitative analysis, predictive modeling, etc.

  • You will be required to obtain and maintain an Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of Data Analyst-Data Administration proficiency level INTERMEDIATE within 9 months of appointment.
  • You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, 2/15/23 and supporting Dept of Navy policies.
  • This is a Security Cooperation (SC) position and requires a DoD SC Certification. Selectee must obtain and maintain certification within prescribed timeframes. SC level required: BASIC.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-III pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applying qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consult with customers or stakeholders to evaluate functional requirements and in managing the translation of functional requirements into technical solutions. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Responds to inquiries regarding procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on emerging problems/ issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develop unique and innovative solutions from unrelated processes to ensure the integrity of the organization by avoiding or resolving the compromise of sensitive information regarding sources and investigative findings and materials. In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-III pay band in the Federal service or equivalent experience in the private or public sector: Planning, developing, implementing, and administering systems strategies for the publication, identification, analysis, storage, maintenance, integrity, retrieval, and sharing of enterprise data using knowledge of computer hardware, software, and systems; Applying tools, techniques, and procedures to develop functional, physical, or prototype models and simulations for things such as: training, testing and evaluation, the prediction of behavior and phenomena, etc; and Applying principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects.
