This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include:
Serves at the Program Analyst (Foreign Military Sales (FMS) Execution and Case Manager) for International and Policy (DI).
Ensures that Letters of Request (LoRs) for Pricing and Availability (P&A) and Letters of Offer and Acceptance (LOAs) are processed/completed within the constraints/guidelines established in the Security Assistance Management Manual (SAMM).
Provides expert technical advice/assistance for total package fielding of equipment, training, and other services related to the FMS program.
Serves as agency representative with total responsibility for developing, coordinating, and managing security assistance programs within established policies, procedures, country or regional funding and appropriate legislation.
Integrates functional and inter- and intra- organizational efforts for the successful performance of FMS cases including acquisition, programming, logistics, financial management and closure.
Establishes and maintains liaison with foreign government personnel within the FMS community and key personnel from Defense Security Cooperation Agency, Navy International Programs Office, National Security Agency, and FMS field activity managers.
Arbitrates conflicts between customers' requests and U.S. Government policies, procedures and capabilities.
Advises U.S industry with respect to policies/procedures for the sale of defense articles/services through FMS and commercial channels.
Serves as an SME in periodic case reviews at higher FMS headquarters or foreign country to identify, isolate, and resolve problem situations. As required, provides assistance to foreign liaison officers.

Qualifications

You may qualify at the NH-04 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level meeting 3 of the 4 following statements:
Experience with U.S. National Security and missile defense policy and strategies and missile defense programs.
Experience with Foreign Military Sales and case management.
Experience in the foreign policy arena.
Experience dealing with international organizations or international partners in government-to-government or customer-provider relationship.
