This position is located in the Federal Electronic Health Record Modernization (FEHRM) Office within the Program Executive Director (PED) Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Integration Office (IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Government Affairs Liaison.
Duties
Supports the establishment of policies and plans, which align with government laws, regulations, and standards.
Recommends opportunities to work with congressional leaders to influence future laws and government mandates.
Independently, plans responses to congressional requests.
Develops general policy and procedural framework for handling all Congressional matters.
Prepares congressional quarterly reports to include obtaining input from internal staff and gaining final approval of the reports from the executive team.
Provides authoritative direction on congressional policy and legislative language.
Leads analysis of proposed legislative actions, determines the potential impact on the organization, and develops appropriate responses.
Researches congressional interests and attends external congressional hearings.

Announcement - This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or in-person, telework authorized (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker
productivity, and better prepare the agency to operate during emergencies. Telework eligibility and potential duty location may be discussed during the interview process.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position, you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience includes analyzing the impact of court decisions and legal interpretations of the FOIA. Notifying and coordinating records concerning the release of information under the FOIA, and adjudicating whether the release of information is consistent with the statute and its interpretation by the courts. Researching, evaluating, and analyzing; assembling and reviewing all proposed release packages before the decision to release or deny material are soundly based on law and policy; and that all involved parties, requesters, legal representatives, General Counsel, and agencies are properly and thoroughly apprised of action, decision and possible ramification of release. Experience planning, designing, and executing FOIA and PA activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Some work may require walking and standing in conjunction with travel in attendance to meetings and conferences away from the work site. Employees may be required to carry light items such as briefing books. The work does not require any special physical effort.
